Advisory Council Planning Committee

 

Planning Committee
purpose
 the Planning Committee is responsible for assisting in the creation and updating of two required Documents:
   
1) The Comprehensive Plan For HIV Services.
  2) Thye Statewide Statement of Need for HIV Services.

Within these documents, the Planning Committee updates the goals and objectives for discrete services provided through Part B funding, and the Planning Committee articulates overarching goals and objectives for the HIV services delivery system.  With input from the Evaluation Committee, the Planning Committee identifies gaps in services as well as needs of discrete populations and develops plans for response.  The Planning Committee considers and recommends alterations or modifications to the plan to minimize disruption of services.

 

The Planning Committee is also responsible for analyzing local policy, federal policy and legislative issues, and advising the Advisory Council on how these issues may impact the Comprehensive Plan or the HIV community of Indiana in general.  The Planning Committee shall recommend response strategies, coordinate such response activities, and update the Comprehensive Plan for HIV services accordingly.

 

Annually, the Planning Committee will call all Technical Advisors together for a meeting or conference call to solicit input on the Statewide Comprehensive Plan for HIV services revisions. 


Scope of Work


The Planning Committee is additionally responsible for the following:

·         Working with support resources of the Evaluation Committee and the Advisory Council (i.e., the Liaison) to ensure yearly creation and updating of the Statewide Needs Assessment for HIV services in order to identify emergent needs within the state and recommend response strategies to the full Advisory Council;

·         Working with support resources of the Advisory Council to ensure yearly creation and updating of the Comprehensive Plan for  HIV services; and working with the Evaluation Committee as it develops the standards of care and analyzes the continuum of care for Indiana’s HIV service delivery system;

·         Providing the Advisory Council with updates on policy issues impacting people with HIV, populations in severe need, and the general HIV service delivery within the state;

·         Proposing response strategies that assist the Advisory Council in preparing for changes to the health care delivery system due to emerging policy issues and presenting them to the Advisory Council for review;

·         Coordinating action steps or responses that reduce detrimental sudden shifts to the health care delivery system due to emerging policy issues.

 

The Comprehensive HIV Services Planning and Advisory Council (Advisory Council) into four Standing committees - Executive Committee, Evaluation Committee, Planning Committee and CAB Committee.

The Planning Committee takes the results from the work of the Evaluation Committee (results from the Consumer and Provider surveys) and uses the responses to formulate recommendations solidified into two documents which are submitted to the state of Indiana (through the Indiana State Department of Health) which outlines the Evaluation Committee's findings and the Planning Committee's recommendations for HIV medical related services delivered in the state.
