Advisory Council

The Ryan White HIV/AIDS Program is a Federally-funded organization dedicated to providing HIV related health services to those afflicted with HIV in the United States.

The program works with cities, states, and local community-based organizations to provide service to more than half a million people each year.

One of the requirements of Ryan White is for creation of a HIV Health Services Planning Council.  In Indiana, the core of the Council is known as the Consumer Advisory Bureau (CAB).  It is the overall mission of the Indiana HIV Consumer Advisory Bureau (CAB) Program to provide a mechanism through which people with HIV can have meaningful input to the development of policies and programs to address their needs.

The Indiana HIV Consumer Advisory Bureau is made up of 15 HIV+ individuals who serve as representatives of certain geographic areas of the state known as regions.  Every county in Indiana has a Regional Representative who represents the interests of the local region on the Consumer Advisory Bureau.

The Indiana HIV Consumer Advisory Bureau is also the foundation for a larger organization in the state of Indiana known as the Comprehensive HIV Services Planning and Advisory Council (Advisory Council).  This larger Council includes service providers, training organizations, mental health professionals, medical professionals and care coordination specialists among the many who serve the HIV Community and sit on Advisory Council.  33% of the Advisory Council must be made up of consumers (individuals with HIV) who receive services under Ryan White.  The Indiana HIV Consumer Advisory Bureau fulfills that role (providing the 33% of individuals with HIV for the Advisory Council).
                                  

The Comprehensive HIV Services Advisory and Planning Council (Advisory Council) is split into four standing committees - Executive Committee, Evaluation Committee, Planning Committee and CAB Committee.

In short, the Evaluation Committee conducts surveys and gathers information and input from a sampling of individuals with HIV throughout the state.  These surveys focus on asking if the programs and policies that the state of Indiana established under the Ryan White Program, meets the needs of the HIV community in the state of Indiana.

The Planning Committee takes the results from the work of the Evaluation Committee (results from their survey(s)), and uses the responses to formulate recommendations solidified into a document that is submitted to the state of Indiana (through the Indiana State Department of Health) which outlines the Evaluation Committee's findings and the Planning Committee's recommendations for HIV medical related services delivered in the state.
